heel spur

Hello
My father has had constant pain in his left foot.He has worn specially made inserts in his shoe as suggested by a podiatrist and also takes gout medication. He was told he probably has a heel spur. Today he got his xray results back they state findings:
At the 1st MTP joint, there is a well defined peri articular erosion with sclerotic margins consistent with gouty arthropathy. Surrounding soft tissue swelling and slight increased density is noted. At the 1st interphalangeal joint there is joint space narrowing of the subchondral sclerosis and cystic change as well as marginal osteophytosis consistent with osteoarthosis. Mild lateral sublaxation of the joint is noted. There is a prominent plantar calcaneal spur. Small vessel calcification is noted.
From all of this I gather there is more than a heel spur problem. Do you think he will be able to get relief through the use of medication?
