I think you might have water "on the knee" which is usually result of the kneeling on the knees. You have a problems walking or using steps because water cyst does not let you to bent your knees properly. I had baker's cyst at the back of my knee with similar problems.
I ordered some bursitis patches (type bursitis patches on Google) and in one application they took all the water out of the cyst into the powder in the patch by principle of osmosis. Simple and effective.
I was able to walk almost without the pain next morning. It was such a relief.

I had the same problem and the doctor told me to make sure I wear knee pads and to get good ones and not the cheap ones. That has helped a great deal when I had to do work on my knees.
Now on the other hand my knees hurt because my weight and the repetitive motion. I am a bowling and golfer and have had both my knees scopped. The left knee about 12 years ago and the right knee about 4 to 5 years ago. I still have pain in the Left knee sice I started back bowling and the right knee is a lot better.
The best advise is to seek a professional and have your knees looked at to make sure you don't have any major problems.
I thought I would also add that it is much more difficult to go down than up.
