ovarian cyst in older woman

My mother is 56 years old and was recently diagnosed with an ovarian cyst.  It was a routine exam and the ultrasound image, according to her doctor, wasn't worrisome.  She is not post menopausal and still menstruates, although her periods are less frequent now.  The doctor suggested that she waited 3 months and then have another ultrasound, to see if the cyst goes away by itself.  I'm not in favor of waiting that long, but maybe I'm over reacting.  Is it possible that a woman her age (even though she still menstruates)can have a functional cyst?
