Why does the Pain Clinic act Like they don't care?

In 2013 my disc in my neck collapsed and I went through the whole process of trying everything(20 NerveBlocks & Physical Therapy) before it came down to surgery.I had an (ACDF) Fusion surgery in my neck first. They Fused my C4-C5 & C5-C6 with Bracket & Screws. Next I had a L4 Discectomy. Next in 2014 I had another Fusion done on my L4-L5 & L5-S1 with Bracket & Screws. Well that Fusion didn't heal right so I am in severe pain. The only options I had left were 1.Medication the rest of my life or 2.Try the Spinal Cord Stimulator. So in 2015 I tried the SCS and 2 weeks later had it taken out because it didn't work. So I'm on Meds(Hydrocodone 10mg Qty:180 & Tramadol 50mg Qty:180). Plus my other illnesses to add to it (Osteoarthritis of the Spine and Disc Degenerate Disease of the Spine. I have Sciatica & Neuropathy in both legs. I am ADD/ADHD and have Generalized/Socialized Anxiety w/Depression. I can hardly sleep at night because of my pain). In 2016, I finally got approved for my Disability and still on my medication from my Orthopedic surgeon. I'm not allowed to drive anymore because of the nerves and pain in my right leg. Well, 2 months ago my Surgeon decided to start me with a Pain Management Clinic. They don't want to give me any pain meds. They are trying to make me to start at the very beginning with the Nerve Blocks, MRI's & CT's  and Physical Therapy and I am in Severe Pain and can't hardly walk and plus I'm trying to raise my 10yr old daughter at the same time. I was okay and funtionable with the way it was. Yes I still hurt, but not as bad as I am with nothing. With all the proof like my disc with all the MRI's & CT's on it, with all the documents to back it up and a letter from my Surgeon stating that my fusion did not heal right and I will be in pain and on Meds for the rest of my life. Why would the Pain Management Clinic act the way they are acting? Sorry, it's so long or if someone can recommend a better pain clinic.
