I may be wrong but I suspect "top answers" has more to do with the quantity of replies. The term "best answers" deals with the quality. The two are not necessarily the same.

Do you mean "top answerers?" They are people who have answered questions on the forum whose answers have been rated as the best by the person who asked the question. Each forum lists some top answerers for that forum.
