Weekend Dad.. trouble with 7 year old daughter

I just recently moved to a new state to be closer to my daughter. She is having behavior problems and I thought if I was closer I could do more.  She lives with Her mom, Her grandmother and Uncle.  The grandmother does about 80% of the raising of the child so much so that my daughter calls her “momma” and her mom “mom”.  The uncle travels and is almost never home.
Anyway the problem im having is that she is spoiled and does not get any positive attention at home, she is constantly yelled at by everyone and has no structure.  No one disciplines her when she is bad or gets bad marks in school. She gets whatever she wants and has now developed into a very picky eater, rude, lies, talks out of turn.. etc..   I get her almost every weekend and when she is with me I end up being the strict bad parent.  I actually snapped this last weekend and spanked her for not eating her lunch. (she chewed a piece and then threw it up on the plate)  after I spanked her I made her write 100 times “I will not waste food”   then we talked about it.   im really losing my mind and im at at the end of my rope as far as parenting.  What kind of impact can I make if I only see her a few days a week?  Suggestions?

Actually you say it your self," being a strict bad parent" so how about you try the opposite way, focus on her positive side and get her doing lots of activities, praise her when you see her doing something right, as the "strict' way isnt working try to win her over with kindness ,children respond back when shown love and kindness, you may find she is more co-operative and Happier.

Well I dont believe for a start that spanking is the answer, quite the opposite, and to spank her because she threw up seems hard, and then yet another punishment of writing 100 times perhaps some counselling is in order here for all who are in this young girls life .
