Whelps and itching

My family has just moved to the west coast. And every since we moved here she has been complaining about her itching all over.  It went on for about a month or so and one nite she started to cry. I rushed her to the ER and they told me she was not use to the dry air out here. Well he gave her some benedryl  ( stronger dose) and told me to put more lotion on her daily I've been doing this and she still scratch and it whelps up like I've beaten her. And she's still complaining about her itching a lot. What could this be? I thought it was hives but doc told me it wasn't. What do I need to do go to a specialist or something? It's all over her body arms, legs, neck, stomach, everywhere!!! Anybody know something for me to do?

Maybe check with a dermatologist in your area.   They would have more knowledge of trigger items there than anyone!   Have you changed laundry soap, etc...?  I found I am very allergic to Surf detergent.  Hope this helps!
