children sleeping with parent?

Hello,
I have a question, At what age do you think that it is appropriate for a daughter to sleep with her Father, with very little or no clothing on? Also as a Aunt& Uncle what can we do to help ? This situation is known to many family members because my sister in law, and husband and their son and daughter live with my Mother in law. The father keeps on sleeping with his daughter, and to make matters worse, they bathe together.
My Mother in law has tried to stop this but so far no way!
The Mother does nothing and nor does she ever sleep with her husband because he is sleeping with the daughter? The daughter is 6 almost 7
Any help or advice will be helpful! Thankyou
