2 year olds willy

my little boy is 2 and when he goes for a wee his willy puffs up like a balloon then goes back down when finished weeing,,none of my nephews  do this is it ok????

I would imagine that your son is not circumcised - if this is the case, then the opening at the tip of the skin is not big enough to allow for proper flow. this could become a problem later when you need boys start pulling their skin back, as if it does not go back he will have to be circumcised.
I would go through to the doc and see to what extent the skin is closed or tight, so that he can tell you what you can do to help the situaiton.
