On the growth chart,  9.5 K isn't "off the charts" small - it's about the 15th percentile when measuring healthy toddlers.

Has she stopped gaining weight?

It's hard to tell what's going on from your post - she may be growing completely normally,  or she may have some delays.  What does your doctor say?

Please discuss this with your pediatrician. It seems that your daughter has a speech delay and some possible other things that need evaluated.  Good luck.
