This called "foot drop" and is often the result of extended compression of nerves in the lumbar region. The problem is usually permanant. This also causes numbness, although numbness is also connected with diabetic neuropathy (both problems can be there) so an hba1c test is in order as well as an MRI of the lumbar spine, L1-L5 and an EMG (testing nerve responsiveness).
