First we would have to ask: What does her doctor tell you? Does he suggest surgery? many times a VSD will close on it's own and nothing needs to be done at all. ALL babies are born with a hole in the heart that usually closes at some point. Sometimes it needs to be closed early on as it can cause congestive heart failure, however with your daughter being 3 already, i don't think that is an issue with her. A .03cm is a very small hole.
