Should they operate?

My daughter was diagnosed with VSD when she was born 4wks premature in Feb 09.  In May we saw a specialist, VSD was measured at 3mm and she was diagnosed with Pulmanary valvular stenosis.  We were then told that as she was thriving she just needed a check up every 6mths but she may need surgery when she was older (7/8yrs) if the VSD didn't close.  
Since then we moved to Germany and have had a review with the Drs here, they have said that although the VSD is small due to its location it won't close and will need surgery.  The position is of VSD is underneth & very close to the pulmonary and aorta arteries (this was very unusual apparently?).  The Dr also said that the left chambers were very slightly enlarged.  My daughter is still well; the only problem we have had is that she seems to catch every cold going!    
I am now confused, did the first Dr's miss something or is it just a case of different countries attitude/methods of dealing with this sort of VSD?
We are waiting for an appointment for a 2nd opinion so are just trying to find out more about her condition.

You never said who first diagnosed your daughter. if possible, I would consider going back to that doctor with these types of findings and find out whether or not he agrees. I would also recommend that you take your daughter to a Children's Hospital for your second opinion; they tend to see more rarer cases.
