21 male with delayed puberty?

I am a 21 year old male with delayed puberty (I think?) I still have wet dreams, I look extremely young for my age, I dont have much muscle even though I work out, and my voice still has not completely finished changing. I have body hair (armpits, legs, arms, chest, pubic region, and face) and my testicles and penis seem to be normal. Also, when I try and masturbate in order to prevent the wet dreams, I cannot seem to ejaculate. I masturbate for seriously 30 mins and a little bit of pee will come out and then I will be done - which is very frustrating. Also, for some reason when I see naked girls I get excited, but I dont get erected. This is what is going on with me and Im very concerned.

Should I consult a doctor about this? Could this be dealyed puberty? Would testosterone/steroids helps solve some of these problems?

May I suggest you to go to an endocrinologyst, I imagine all this things are to much for a 21 year old, but you must be examinated and do analyses to see what is going on, you must test your free testosterone, prolactine, LH , FSH, etc....
