I would have him followed by his pediatrician, this sounds like pubertal findings that are expected, boys also get breast buds in response to estradiol which they make as well as testosterone. Until puberty is complete there is a slightly greater balance towards estradiol and its effect, the breast tissue is responsive to this.
In boys if the tissue gets larger or persists beyond a year or so this is a reason to have things evaluated as well. This sounds like you suspect, normal pubertal response
