2 year old penis pain

My 2 year old son has been complaining about his penis hurting for the last 2 weeks.  It is not red, does not seem irratated and there is no discharge. He complains that the pain is on the outside.  I have often thought that when he was circumcised he had too much skin removed.  How can I tell? Could the pain be from this?
