3 year old painful rash

my 3 year old grandson has a red painful rash on his buttocks and around his scrotum and penis the rash has dried and peeled around his scrotum...i have tried creams for this rash but to no avail....help because he cries that it hurts

Is he still wearing diapers, if he is remove them, he at 3 year old should be on his way to being potty trained.Buy some big boy underwear , usually a rash like you have described is from urine being next to the skin for a while .

Talk to his doctor.  It might be a yeast infection or thrush or a bacterial infection.  You want the right treatment of the thing it is, not guessing.  Good luck, the poor kid.
