Bi-lateral Hydroccele

Dear Sir,
My son having Bi-lateral hydrocele,his age is 2 years and 7 months and his weight is 19.5 Kgs. One doctor is saying to repair this by Laproscopic method by injection they will remove the fluids and another doctor is by Incision (Cut on both sides), so please adivse us in detail which way of operation is safe and better one.
I cannot come to your hospital, because iam an indian and living in India itself. So that it is not possible for us to visit you directly.Just one month before only we did the circumcision for him and that time doctors gave him general anesthesia for carry out circumcision. How many days gap requires for giving another anesthesia for child? If you help us in this issue we will be great thankful to you doctor.
