Breast buds that never went away

I have a 3 year old daughter that was born with breast buds, her doctor said it was normal. Well she is almost 4 now and they never went away, they are the size of a penny or smaller under her both nipples. They don't seem to change much (the fat tissue gets a little bigger as she gets fatter and then gets smaller as she gets thiner with her growth spurts) and no one really noticed them until now I was touching her and noticed them again and started to get worried that they never got away. She does not have any other signs of puberty and she says that they don't hurt. Is this normal, should I take her to endo and do tests or just monitor? If anyone has the same thing please answer. Very worried.
