Bub stops breathing when asleep, uneven diaphragm,

I was wondering if anyone can help.
My sister bub is 14 days old and is having problems when he is asleep he stops breathing.
he also has a lazy right eye and uneven diaphragm.
All RCG and MRI have came back clear, lungs are fine.
Dr's dont know whats going on.
Please help
