Shoulder shrugging and head dropping, 16 months old

My 16 month old is very active and is a very happy and loving baby.  I've noticed him shrugging his shoulders for a couple of months.  He has showed some turrets like symptoms.  He has screamed and his head leaned back while he did this, this happened once. He has showed some head dropping a few times recently. He still wakes up several times at night.  He is sometimes irritable, clingy, and  doesn't want me to leave his sight. He only twitches when he first wakes up in the morning and around 7:00pm.  Otherwise, he seems very normal.  Doc says, he tested positive for strep infection, symptoms sounds a lot like PANDAS. It's worth looking up, he has all the symptoms only he is not 3 years or older, he is 16 months old.  So we are in the process of having an EEG done and seeing a neurologist to rule out brain mass or seizures.  Can anyone relate to this?????

I would definitely recommend a neurologist so he can have a look and see if everything is OK, perhaps an MRT would not be such a bad idea to be on the safe side.

My daughter is almost 14 months old, wakes up a few times (goes back to sleep quickly) and is irritibale, clingy which I think is still normal at their age.
