Son almost 10 w/ bone age of 5.5-6 yrs

Dear Dr. Guy,
My son is almost 10 (9 10/12) he is 4 ft 1/4 inch and weighs 57 lbs. He has recently had a dip on his growth chart so the pediatrician sent him for a hand/wrist x-ray and his bone age is 5.5-6 years.  Now we just had the blood work done. We have not been referred to an endo yet. She said if the blood work is normal we will just watch him, but at this point wouldn't he qualify for HGH to treat idiopathic short stature?  I am 5'4" and my husband is 5' 7", our 16 year old daughter has ended up only being 5' 1" (barely) So I am concerned about my son's adult height without intervention.
What do you think?
