Testosterone Deficiency

I was born on 25. september 1989. Im 18 years old now, and i have been diagnosed with Testosterone Deficiency.
I would like to have a few questions answered:
1) Can i somehow find out for how long do i have Testosterone Deficiency? I have done hormone testing only once (June 27th 2008; the one that found out i have testosterone deficiency), so i dont have any previous test results to compare it with.
2) If i had a severe lack of testosterone in my pubery and growth period, can it affect my body development? (shorter shoulders, shorter height, smaller penis etc)
3) At the age of 18, is there a way to repair the damage done by a lack of Testosterone or Growth Hormone during my puberty? (is there a way to widen my shoulders and increase my height and my muscle mass now that the puberty is over)
