What's wrong with my 2yr olds skin??

Hello everyone . New to this forum but looking for help with my sons skin
About a month ago my 2 yrs old son got dry leather like skin from what we think was a bubble bath
After this we started to use Vaseline and aveeno bath . This then progressed into red bumps spreading all over his body. He got a fever and a cold after the rash started. No new food or anything after we eliminated the bath bubbles he still isn't any better. He then looked like he was getting better and back to sleeping and then he got another cold and his rash flared right up. We've been using all natural lotion for eczema etc and its not doing much . Maybe dulling the redness a tad . He is up itching at night 3/4 times . Given him Advil and antihistamine which helps a bit . He's also got a cold since this all as well .
We went to emergency when he had fevers as well and they are still off and on with cold symptoms.
He hasn't had s break from all of this for over a month. Won't nap well anymore either . Docs at children's hospital couldn't figure out from the look of the rash what it is . Waiting the long road to a dermatologist . Could it be bacterial dermatitis ? Nobody else has this rash.
