chronic dry chapped lips

My son is 7yrs old. Starting around the time he became a toddler, he began to have dry cracked lips, they seem to peel, crack and bleed all the time. I have tried using vaseline and have an arsenal of lip balms that I must carry with me every where I go. Still there is only very brief relief. Could this be due to something internal? Some sort of allergy to food or something? He does not lick his lips at all, and he is not dehydrated. Will this ever go away? What can I do about it??

It could be something internal, having to do with certain levels in his blood. I'd bring it up next time at his next appointment with his pediatrician. good luck.
