growth plate injuries

My son is now almost 13, when he was approx 6 we were told he had webbed feet as 2 toes on either foot appeared to be shorter. a year ago he was examined by an ortho in wales, uk, as the 4 toes were now significantly shorter than the rest, we were told his growth plates had stopped growing and there was nothing they could do, the shortness is now getting even worse can someone please tell me if there is a treatment somewhere that can help him before his bones fuse, he is being constantly bullied because of his toes the advice we were given was for him to not take his shoes off so people wouldnt see his toes!

Awww I am so sorry..have you tried googling for information ,what do they call this is there a specific name we can research  ?I hate those bullies have you tried home schooling him ?
