my 11month olds feet turn black and blue

My 11month old son keeps getting black and blue feet for no apparent reason... Took him to his dr and then to a childrens hospital both places the drs (seen 6 so far) are stumpted and gave me this crack pot diagnosis that when i googled meant hands and or feet turn blue for no explanation... NOT HAPPY... if his feet aren't black and blue they are a dark red and ALWAYS freezing cold... cause of his age he cannot tell me something is wrong or if something hurts or feels off... he had a ECG done and we are suppose to get the results back next week but i want to know if there are anyone out there that this happened to their baby and what was the diagnosis!

Ok his feet turn black and blue like you dipped his feet in grape juice or you tied a string around his ankle... Not bruised just no blood flowing. and they did say it was a circulation problem but with no evidence why and thats its causing any problems!

Was wondering about it being a circulation problem, many babies do in fact get bluish looking feet, I sit cold where you live ? The black part I dont understand, do you mean black as in bruises?
