toddler still has swayback, falls

My son is 22 months old and still has quite a swayback.  He was a very late walker, (16-17 months)
although he did start to walk early and then became an avid crawler...He still falls more often than he should.  I should add that he was over nine pounds when he was born and is in the 95% for height, only 50% for weight.  He can climb well and walk backwards but still does not have a smooth heel toe walk. He walks flat footed, almost stomps at times. He runs constantly but still "toddles."  He appears wary of steps sometimes and chooses to crawl up or down them. He can not jump yet...should I be concerned?
