is this penil cancer

I'm 20 and I'm not sexually active but I masturbate often,I'm having nearly 50 white bumps under my penis head,its not paining or irritating,they are not doing me any harm,my fore skin is removed when I'm 10,what is my problem please help,theis size may be 2mm

Well, without a clinical evaluation it would be difficult to determine the cause of your symptoms. Possibilities that may need to be considered include infections (non-STD), cysts, growths/ masses, fordyce spots etc. I would suggest getting this evaluated by a primary care physician or a dermatologist for an accurate diagnosis and appropriate management.
