High LH/FSH Ratio...does this mean PCOS?

High LH/FSH Ratio...does this mean PCOS?

My doctor sent me for blood tests to rule out the possibility of PCOS due to problems I've been having.  I received a copy of my blood work in the mail and am trying to see if I can find anything out from it before my next doctors appointment.  My doctor mentioned looking at the LH/FSH ratio.  The blood work was taken 7 days before the first day of my period.  

LH = 15.1 and FSH = 1.7
This makes the ratio about 9:1

I have read 1:1 is pretty normal.  Based on this, mine seems pretty high.  Does my 9:1 ration mean I might have PCOS? or is there something else to this?
