Its normal for the baby to drop multiple times before its in the right position for birth. I wouldn't worry about it! Unless you have other labor like symptoms of course. But as far as I know that's not a sign of early labor.

I dropped at 27 weeks now 31 weeks

No it doesn't  mean baby will come early that's just when they start getting ready to enter the birth canal

First one dropped around 32-34wks, this one 28wks. Now almost 35wks :)
