enlarged ventricles of the brain

During my 20 week ultrasound, the radiologist noticed bilateral dilation of the ventricles of the brain.  I was sent to the parinatologist for a follow-up ultrasound - while there, the sonograhper measured the ventricles at a 15, but then the doctor measured them at a 17.

We had an amnio done to rule out a viral infection & Down's.  We are still waiting for the results.  My question is,,,what measurment do the ventricles need to be at to know that it is hydrocephalus for sure & also what effect could this fluid have on my baby?
