Free T3 normal TSH high during pregnancy - please guide

My wife is around 10 weeks pregnant and these are her TSH, Free T3 results:
Free T3: 2.8 (Within normal range)
TSH: 10.76


The endocrinologist we are consulting had increased her dosage of thyronorm (http://www.abbott.co.in/Thyronorm.htm) to 150 mg some weeks prior to the test.

She is also on endogest tablet (progesterone) (http://www.cipladoc.com/therapeutic/admin.php?mode=prod&action=disp&id=444) for the past 10 weeks

The doctor said that high TSH (10.76) is not cause for concern because her free T3 are normal, we are very confused, please suggest whether this condition is fine? Will there be any affect on fetus?
