HCG increase but still low. Can ovulation sticks be wrong

I am 5 weeks and 2 days today . On monday my hcg level was 150. I had another test yesterday and learned i am at 288 . The dr said that they would like me to be at 1500 and to be cautiously optimistic. She said possibly i ovulated later than we thought. However used ovulation sticks... could ovulation sticks be wrong ?

I used ovulation sticks last month and i didnt get on with them at all as all through 7 i never got a surge yet i knew i was fertile as i could tell be my CM so i personally wouldnt use a ovulation kit again but thats just my opinion i know alot of ladies on here get on with them really well everyone is different. The two pregnancys that i have had i always thought that i was further along than what i really was so it could be that you ovulated latter like i did.
