HCG raising but not doubling

My last period was on Feb 7, 2013. On Feb 16 started spotting and tested positive on HPT. Went for blood test on Feb 21 and got 1800. Then did another blood test on 23 and it raised but did not doubled. Got 2100. Did sonogram on feb 26 and no baby found. HPTs still come back positive. Is it too early for seeing baby in sonogram or am I going to miscarry. Has anyone experienced slow raising HCG and still was pregnant? Thank you
