She needs to take a pregnancy test or see a Dr. Yes, she could be pregnant. I do not know a lot about cortel tablets, so can't help you there. First find out what's going on. If she is not pregnant, 40smomma is right, you need to find a better form of birth control. Withdrawal is very unreliable.
Why don't you have her take a home pregnancy test? Also, using the withdrawal method is a very, very unreliable way of birth control - you need to find another way like birth control pills & always use condoms as well.
