I am 38 weeks an 1day  an probably 4centimeters dilated an I'm soooooo tired of being pregnant my last 2 kids came 2weeks early but this one is not having it but I'm ready for her to come out can't I go to the hospital an have her by the next day or should I just wait because I'm getting impatient by the day

You still have 2 weeks till your due date, conception times vary, your due date is just an estimate, I cant imagine that a doctor or at least a good one would even think about inducing that early unless there are complications.  If uoir other 2 were early chances are this one wont be much longer either. Just wait, it might feel like forever now, but it wont when you lool back at it.

Have you tried sex and walking? Sounds like all you need are the contractions. Keep active and it should kickstart things! Good luck
