low progesterone levels and vitex

I had a miscarriage in sept. at the time when i was still miscarrying my progesterone level was .68 my doctor has done many tests since and the highest was 1.26. I started taking vitex on day 23 of my cylcle(cylcles are 35 days long) and spotted the very next day. This never happens to me. is this related to the vitex? did it actually do something that quick. I am very confused. Any advice on either of these topics is soooo welcome my doc suggested clomid not progesterone? why not progesterone first when my levels are so low?
