Cerclage - Incompetent Cervix

I am going in for a cerclage on 1/18 - I had one previously and had a spinal - which they blocked me too high and I was numb from my neck down (could not move anything but hear... very frightening)  - it took 8 1/2 hours to wear off.. It is usually on 2 - 3 hours.and it should be from mid torso down.. Has anyone had this done under IV Sedation?  I am not sure if there is a combonation that is safe for the baby or if I will again have to do the spinal....
