Confirmed blood test/ Low level

So, I haven't had AF since August 19. However I am known to miss a month or two, but never three. So I set up appointment with Dr on December 1st. She takes a urine test and says it shows a very faint line. So, in order to determine if I am pregnant or not she takes blood for the Beta HCG. Well, she called me today to tell me that the level was 28. She said that this could be because I am very early and that I need to come back in on friday to see if they have doubled.

If anyone has had experiences with a 28 reading, or a low reading I would love to hear the feedback.

Guideline to hCG levels during pregnancy:

hCG levels in weeks from LMP (gestational age)* :
This is slightly difficult because you haven't had AF since August...if you were pregnant in September or October, the level would be concerning, so I would assume that you just got pregnant in November and now you are perhaps 5 weeks along...Does this seem likely to you?  Do you have any idea of when you conceived?

Here are the levels for hcg from the American Pregnancy Association...they do say that one reading isn't enough and that two readings are more meaningful because the doubling is the important thing...Good luck!

* 3 weeks LMP: 5 - 50 mIU/ml
    * 4 weeks LMP: 5 - 426 mIU/ml
    * 5 weeks LMP: 18 - 7,340 mIU/ml
    * 6 weeks LMP: 1,080 - 56,500 mIU/ml
    * 7 - 8 weeks LMP: 7, 650 - 229,000 mIU/ml
    * 9 - 12 weeks LMP: 25,700 - 288,000 mIU/ml
    * 13 - 16 weeks LMP: 13,300 - 254,000 mIU/ml
    * 17 - 24 weeks LMP: 4,060 - 165,400 mIU/ml
    * 25 - 40 weeks LMP: 3,640 - 117,000 mIU/ml
