If you would have conceived right before your period, (which is unlikely because you need to be ovulating to conceive and ovulation USUALLY occurs around 14 days BEFORE your period) your due date would 3-4 weeks EARLIER than it is. Since your doctor told you that you probably conceived at the end of the month, I would tend to believe him.
Type in conception calculators in any search engine and they will give you a rough estimate. I typed in your due date of 2/16/2010 and it said that your estimated conception would have been between May 21st and May 28th, depending on the length of your cycle.
Well thanks guys... The doctor gave me 2/16/2010 or 2/17/2010 but I still wanted to know when did I concieve.... She also told me the end of the month I just really wanted to know and be sure cause my boyfriend is so stupid he don't know ****... So you guys say the 23- 28? How do you know that? How come it couldn't be right before my period or in the beginning of May?

Hmm..well I'd say the earliest you probably conceived was May 25th. That would have been 12 days after your period (though some women do ovulate as early as cycle day 10 or 11 so I guess that could have been May 23rd or 24th). Or you could have had a very long cycle starting on May 13th and not ovulated until June or July or even August. When did you find out you were pregnant? Don't worry if you can't figure out your conception date..your OB should be able to give you a due date based on the size of the baby on the ultra-sound.

If you ovulate normally, regular 28 day cycles, my guess would be that you conceived around the 28th of May, give or take a day or two. If your cycles are longer or shorter, that would change the timing, too. Did the Dr. give you a due date? You can always figure it out by that, too.
