When do they usually start checking if your dilated?

I'm 31 weeks pregnant with twins. I know it may be a little different with twins but I was just curious as to when they start checking to see if your dilated. Last ultrasound last week my cervix seemed to be nice and thick so I'm not worried. But curious since I know it can change so quick. My next ultrasound is in 3 weeks.

Also... your water can break even if your not dilated and your cervix is still thick right.?

I can't believe I only have 7 wks to go to my boys are here! It's getting to be so real lol. I've been getting more of these light braxton hicks to. Ahh! Lol
