You need to speak with a fertility doctor. You shouldn't be having periods twice a month. The reason you're probably not conceiving is because your luteal phase isn't long enough. The luteal phase is the time between ovulation and your next period. It has to be longer than 10 days. If you're getting a period every 14 days and you ovulate halfway through that cycle, your luteal phase is only 7 days.
So definitely go see a doctor. That's the only way you'll get the help you need!
Well we need to know what measures you are taking to get pregnant. How long is your cycle? Are you temping, checking your cervix, using ovualtion predictor kits, haveing sex every other day? Has your husband had is sperm count checked. Have you had any blood work?
I would go to your doctor and see about fertility treatments.best of luck
