It's okay to dye your hair in all trimesters! Just be in a open space. And don't inhale! But I'd go with a base that doesn't need maintenance

I'm in my third trimester and I dye my hair once a month, color comes out fine, but was wondering about getting a perm and was it safe?

I did mine with henna ;) it's a bit more messy but no chemicals!
Apparently foils are safer as no contact with the skin.

Avoid it in the first trimester and avoid bleach on your scalp. Also, keep in mind it may come out differently with your hormones. I was in cosmetology school, constantly around hair color when I was pregnant last time and all was fine.

I get foils done the only problem I've had was before I knew I was pregnant I got purple and blonde which normally I can pull off but this time the purple faded to a really nasty color in only a couple of weeks.

It's okay to do in the second trimester. You need to be in a well ventilated area. And it may or may not turn out the color you want. But so far, during my pregnancies,  the color came out fine.
