Can the uterus still be a little over average size at 14 weeks pregnant?

I went to my doctor earlier today and he said that my uterus was showing no major signs of growth from the last check up which was two weeks ago (12 weeks). He said that it was slightly enlarged and that he is unsure of our pregnancy. My husband and I are very confused as to what he said and are seeking advice.
quickening has been taking place so far, but now we are not so sure what to think because of what the doctor said to us earlier... Help anyone?
