No, because you don't have a menstrual cycle while pregnant either. This is just due to the fact that ovulation is what causes a period, and if you shed the uterine lining while pregnant you lose the baby. You can however just bleed, and for some women (it's highly uncommon though) it's heavy.

Pre-ejaculation though does contain sperm (as it IS ejaculation, just not as much) so it wouldn't help too much. While the odds of pregnancy are not as high in this case as they would be if he had ejaculated in you, they're still there.
he did not ejaculate inside of me, he definitely pulled out. this is my first time taking plan B, and my last.
I doubt you would be pregnant from this, though I would encourage you to look into condoms and real birth control. Plan B isn't 100% and pulling out does nothing. Plan B is not meant to be used habitually or in place of birth control. You can test to confirm if you are pregnant or not.
