Yes. It very much can be. My sons elbow popped out of place just from me helping him up when he tripped. It's also happened twice just from playing ring around the rosey with other kids. It's called nursemaids elbow and is very common in toddlers.
When I was in Africa I watched caregivers grab under one arm and swing babies onto their backs to be wrapped and carried onto them. It was very natural and efficient (they often had another hand full) and didn't seem to hurt the babies at all. It's perhaps cultural and maybe makes us uncomfortable because we aren't used to seeing it...

I don't like it at all no matter what. However other people may not mind it. I think it depends in what form they are being grabbed bur I know even a doctor wouldn't approve it much because you risk dislocation of the shoulder
