Is baby too low?

I'm a first time mommy, so of course I have a lot of questions and have no idea what I'm doing. For reference, I'm 22 weeks. When I was first feeling the kicks (18 weeks) I figured it made since that early on the kicks were quite a ways below the pants line. But I figure by now the baby should have moved up enough to at least be an inch or two above of the belly button. But he is still kicking below my pants line. Is this normal???? Shouldn't he be moving up some????? Everyone is touching my belly wanting to feel kicks but I can't exactly tell them if they want to feel they'll have to put their hand in my pants. Why won't he move up some?????

I'm expecting my first baby too and was exactly the same - saw them same time same place. It took till about 23/24 weeks to see them higher up when baby had grown and my uterus had moved up more, it's amazing how quick it went from that to seeing tons of movement though. People kept touching my belly wanting to feel kicks too then when they couldn't I felt like they didn't believe they were happening!
