Is there a way to have the father sign over their rights before the baby is born?

If you do, you will waive child support.  Not saying you shouldn't, but it's always a good idea to re-think any plan that removes possible money from the child's life.

As long as he's willing to do so then I don't see why not. Call your local social services or courthouse and they'll let you know what you need to do.
