Could this have been the cause

On October 4th I had the LEEP done to remove precancerous cells they had found. My doctor did not give me a pregnancy test. The following week I went to the ER with severe pain and they told me I had an infection from the LEEP and I was pregnant. 2 weeks later I went to my doctor with severe cramps and spotting and he said there was no reason to examine me. The next day I found a new doctor. As of Friday November 5th there was no heart beat, there is a bleed and the sack is actually collapsing. So I'm waiting for nature to take its course with the miscarriage. Could the LEEP while being pregnant have caused the miscarriage? Were they supposed to give me a pregnancy test before the procedure?

Well they saw that my menstrual cycle was unknown because I had the Colposcopy exactly a month prior to the LEEP so I wasn't sure when my period came or if it was just from the biopsy. When they said I was 7 weeks and there was no heart beat that it was normal. Then the new doctor said the next day I was only 5 weeks.

If you were my patient, I would congratulate you on your wise decision to find a new doctor.
In most cases, the patient is asked for her last menstrual period before a LEEP procedure is done. If the period is unknown or significantly remote, a pregnancy test is done and the procedure is deferred.  In this case, I do think that a LEEP could have disrupted your pregnancy, especially if an endocervical curretage was performed--although if there was no fetus or heartbeat, it could also have been a blighted ovum.  
I sometimes prescribe cytotech to help my patients speed up the process of the miscarriage.
Your new doctor might be willing to do that for you.
I'm really sorry to hear about what you have been through.  I would be really perturbed, and might consider filing a complaint. For future procedures, remember that you can always request a pregnancy test too--almost every doctor's office has accurate urine tests that can give an answer within 2 minutes.
